Mark S. Woodard
Mark S. Woodard served in the field of government and financial management for nearly 40 years. After holding a variety of executive and leadership positions including Director of Management and Budget, Assistant County Administrator and Chief of Staff, he was appointed Pinellas County Administrator in 2014.
During his tenure as County Administrator, Woodard led the development of a Strategic Plan and Vision (To set the standard for public service in America) moving the County on a new, progressive path. The Plan focused the organization on “Doing Things” to serve customers and the Public and the proposition that "With Partners We Can Do More." Mr. Woodard built strong relationships with municipal and community partners and streamlined County departments making them more efficient and accessible to the Public.
The results were measurable: An independent survey showed 93% of Pinellas residents had a great deal or fair amount of trust and confidence in the county, far exceeding the national average. Additionally, during his time as Administrator, the Voters reauthorized the Penny for Pinellas sales tax with an unprecedented 83% approval.
Mr. Woodard graduated with a Bachelor of Arts degree in Business Management from the University of South Florida in Tampa in 1980, followed by a Master of Arts degree in Public Administration in 1992. He retired as Pinellas County Administrator in 2019 after 30 years of service.
He serves on the Board of Trustees of the Tampa Bay History Center and chairs the Collections Committee. He is a City appointee to the Board of the Tampa Sports Authority, presently serving as Chairman.
He is married to Pam Iorio, former Mayor of Tampa and President and CEO of Big Brothers Big Sisters of America. They have two adult children and two grandchildren.
